Ghanim, Sa’adoun plan to contest new election.

Former National Assembly speakers Marzouq Al-Ghanim and Ahmad Al-Sa’adoun have announced their plan to contest the upcoming parliamentary election in the second and third constituencies respectively. Also, former MPs Abdulkareem Al-Kandari, Mehalhal Al-Mudhaf, Abdullah Al- Mudhaf and Muhannad Al- Sayer intend to run for election without establishing campaign centers – large tents where the candidates present their vision and electoral programs to their constituents.

On the other hand, constitutional expert Professor Ibrahim Al-Homoud said it is impossible to nullify decree number 62/2023 on the dissolution of the 2020 Assembly. He explained no appeal could be submitted to the Constitutional Court now, because the latter is not in charge of such decrees as per the relevant law. He clarified it is possible to submit appeals upon the official announcement of election results and if the decree is proven to be erroneous or not in line with the regulations and the Constitution.

Al-Homoud confirmed that the decree is in accordance with Article 107 of the Constitution: “The Amir may, by Decree, dissolve the National Assembly, giving the reasons for such dissolution. However, the National Assembly shall not be dissolved again on the same grounds. Where the Assembly has been dissolved, elections for the new Assembly must be held within a period not exceeding two months from the date of the dissolution. Ex-MPs Where no elections take place within that period the dissolved Assembly shall recover its full constitutional power and shall convene immediately as if there had been no dissolution.

It shall resume its activities until election of the new Assembly.” He said the decree states a number of reasons for its issuance; including the financial, regional and global circumstances. He added many democratic countries like France and Italy dissolved their parliaments for the same reasons; believing that such circumstances entail going back to the people to choose their representatives who can deal with the situation.
