‘Lack of competency assessment on integrated systems for SY 2019-2020’.

Sources warn loss of financial, administrative rights

More than 23,000 employees in the six educational areas do not have a competency assessment on the integrated systems for the 2019/2020 academic year, reports Al-Qabas daily quoting informed sources.

They affirmed that most of the people who are not included in the assessment are working in schools at all educational levels. The sources indicated that the concerned sectors such as Public Education, Administration and Information Systems Management seek to solve some of the problems facing school principals in the evaluation process, in order to avoid delays in disbursing excellent work bonus during the exceptional year that the Ministry of Education went through due to the COVID-19 pandemic.

According to the statistics, the number of employees who do not have an assessment on the integrated systems in Farwaniya educational zone reached 6,986 teachers and administrators, in Ahmadi 6,376 employees, in Hawally 2,977, in Jahra 2,473 employees, in the Capital 2,417 employees, and in Mubarak Al-Kabeer educational zone 2,165 employees.

Loss of rights
The sources warned of the loss of financial and administrative rights affecting thousands of teachers due to lack of evaluation of their competence. They affirmed that there are schools without evaluation of their employees on this system, indicating that this problem recurs annually, and it is necessary for the educational zones and instructors of various educational stages to work specifically to avoid it.

The sources emphasized that school principals should evaluate all employees, due to the resulting injustice and denial of promotions, financial benefits and rewards, adding that the problems of the new integrated systems played a role in increase in numbers this year compared to the previous years.

They indicated that some school administrations tolerate the introduction of the degree of competency evaluation of their employees on the integrated systems, which causes the loss of financial rights for many of them annually, and deprives them of excellent work bonus, adding that this wrong procedure may deprive an employee of career promotions.

Overcome obstacles
Meanwhile, Acting Undersecretary of the Ministry of Education Faisal Al-Maqsid issued a circular regarding the completion of performance evaluation procedures for school personnel for the 2019/2020 academic year. He stated in the circular that halls at the Ministry of Education headquarters have been equipped, and an integrated work team has been formed to overcome obstacles for male and female school principals who face problems in entering and approving competency assessments for their employees to be able to properly finish their work.

Al-Maqsid said the team’s work began on Sunday, October 25, in two shifts – the first from 1:00 pm to 3:00 pm, and the second from 3:00 pm to 5:00 pm, for a period of three weeks only. He directed the attention of all school principals who have problems in entering and approving the performance evaluation of staff to the need for them to reserve an appointment before visiting the ministry.

Al-Maqsid praised the constructive cooperation among the Administrative Affairs and Administrative Development Sector, the Public Education Sector, and the Information Systems Department to solve the problems faced by school principals at all educational stages including kindergarten while evaluating the performance of their employees.
