PAM to launch new regulations for workers on US army and Govt contract.

Public Authority for Manpower (PAM) will soon launch a series of measures to organize the labor market and control leakage from government contracts after about 420,000 workers were found to have been registered under those contracts, reports Al-Qabas daily.

According to informed sources, PAM intends to ban the transfer of a worker from the government contract to the file of the main company where he works. The sponsor will be required to terminate the contract of the worker and ensure the latter leaves the country in order to avoid the company file being blocked.

The next step will be to only allow a worker to move from a government contract for the company in which he works to a government contract in the same company. He will not be allowed to transfer to an external government contract. This step is aimed to control and reorganize the labor market and curb the visa trading phenomenon.

The sources revealed new measures targeting workers on government contracts related to the US military.

They said PAM obligated companies to personally review the authorized signatories or delegates and stop online procedures for the purpose of verifying the transaction directly from the director of the department or the head of the concerned department.

The sources stated that non-Kuwaiti or American workers registered on US military contracts will be required to leave the country after the contracts with the US military expires and they are not renewed.

They said, “No non-Kuwaiti or American worker will be allowed to transfer to the main company file but will instead be obliged to leave the country. However, they will be allowed to transfer to another government contract within the company file only.”

The sources affirmed that Americans who come to the country on tourist or commercial visas but for the purpose of joining the US military contracts would incur fines, adding that they will be barred from transferring to work residency based on a series of measures announced by the Ministry of Interior and PAM.

They revealed that there are dozens of Americans who entered Kuwait on commercial or tourist visas before the COVID-19 crisis and were allowed to obtain an extension until the end of this August, but they are now required to leave Kuwait and lose the work they do in US military contracts if they exceed their stay past August.
