Panel invites KCCI to discuss bill on amending relevant law
The Financial and Economic Affairs Committee will not withdraw reports on bills included in the agenda of the upcoming parliamentary session unless the government will submit important amendments, says Rapporteur of the committee MP Saleh Ashour. According to Ashour, the panel took the decision during its meeting on Sunday.
He clarified that in case the government submits such amendments; the committee is ready to withdraw the reports with the approval of the National Assembly as per articles 103 and 105 of the Assembly Law. He disclosed the bill on the cancellation of Article 80 of the Public Institution for Social Security (PIFSS) Law stipulates the withdrawal of all types of exceptional pension, including that of the military personnel and those with disabilities. He explained the committee already discussed the bill; but it has yet to take a decision as it is still waiting for the information it requested from the Ministry of Finance, Central Bank of Kuwait and PIFSS.
He added the committee will invite the representatives of these institutions to its meeting on Jan 19 or 22 in order to hear their views and for the committee to complete its report. He went on to say that the committee also tackled the bill on the cancellation of the local agent stipulation in the Commercial Law, affirming the representatives of the concerned parties have been invited to the meeting scheduled for Thursday. He confirmed as well that the committee invited the representatives of Kuwait Chamber of Commerce and Industry (KCCI) to the meeting slated for Tuesday to discuss the bill on amending the relevant law in order to transform KCCI into a society or syndicate subject to the Civil Action Law.
He said the committee has asked the Ministry of Finance, PIFSS and Central Bank of Kuwait to present information and opinions about the bills concerning retirees and purchasing citizens’ loans. Meanwhile, Assembly Speaker and Chairman of the Inter- Parliamentary Union Ahmed Al-Saadoun presided over the recently concluded meeting of the union. Present at the meeting were Undersecretary of the union Thamer Al-Suwait, Secretary Muhammad Al-Mahan, Treasurer Hamad Al-Obaid, Secreatary General Adel Al-Lugani and members Al-SaifiMubarak Al-Saifi, Shuaib Shaaban and Khalid Al-Tamar.
On the other hand, MP Osama Al-Zaid asked Minister of Commerce and Industry and Minister of State for Communication and Information Technology Affairs Mazen Al-Nahed about the legal basis of the decision of Kuwait General Administration of Customs (KGAC) to authorize some institutions to ban the export of some materials, list of banned materials, copies of correspondences between KGAC and the concerned institutions in this regard, companies exempted from the decision and reasons for exemption.
He asked Minister of Finance Abdulwahab Al-Rashead to submit the list of projects, investors, date of rent contract termination and rental fees of enterprises occupying State properties as a way of addressing related comments in the report of the Civil Service Commission (CSC) on the management of public properties for rent. He wants to know the steps taken regarding the reported violations in the renewal of rent contracts.
He also requested for details about the strategic partnership contract between Kuwait and Google Cloud Company, type of contract, public institutions that conducted the feasibility study on the contract, institutions tasked to evaluate the implementation of the contract, benefits and cost of the contract, if Google Cloud is covered by Kuwaiti laws in this contract, if Google Cloud is required to hire national workers and percentage of such workers if the response is in the affirmative.
